Strong growth in foreign investment highlights Finland's appeal to international companies
New statistics show strong growth in foreign direct investment into Finland, with digital infrastructure among the main drivers of increased capital inflows.
According to new data published by Statistics Finland, the value of Finland's inward foreign direct investment (FDI) stock increased by EUR 9.8 billion in 2025, reaching EUR 92.5 billion at year-end. Most of the growth was driven by new capital inflows from international investors.
Digital infrastructure drives investment
The strongest growth was recorded in the information and communication sector, which attracted EUR 2.6 billion in net foreign capital inflows during 2025. Data centre investments are estimated to account for a significant share of the increase.
The development reflects a broader trend of growing investment in digital infrastructure across Europe. Finland offers several advantages for data-intensive operations, including access to low-carbon electricity, reliable infrastructure and a highly connected digital environment.
Mnufacturing remains the largest destination
Industrial manufacturing continued to account for the largest share of foreign investment in Finland by value. Alongside digital infrastructure, international investments supported sectors linked to industrial renewal, technology development and the clean transition.
The broad distribution of investment across multiple sectors suggests that Finland continues to attract both large-scale infrastructure projects and investments linked to long-term industrial and technological development
Growing international interest in Finland
Sweden and the United States remained Finland's largest ultimate investor countries, with investment stocks of EUR 19.9 billion and EUR 15.0 billion respectively.
The increase in foreign direct investment comes at a time when global investment decisions are shaped by economic uncertainty and heightened competition between locations. Despite this environment, Finland continues to attract international investment across sectors requiring long-term investment horizons.
The latest figures add to the picture of sustained investor interest in Finland's stable operating environment, skilled talent base and technology-driven economy.
